How to Level up Pokémon in Black/White
Levelling up isn't a complicated process, but it can take a while and wane your patience. To learn how to get maximized results no matter what your reasons are, read on!
Steps

Wild Pokémon

Make sure to have enough healing items from Poké Marts, especially if planning to battle extensive periods of time without a Pokémon Center. If your other Pokémon aren't level 100, all Pokémon in your party will gain experience points.

Use the Pokémon you want to level up first, or turn experience share on.

Go to Victory Road. This is where the highest level wild Pokémon.

Walk in the grass until you encounter a Pokémon. Using the bike can make encounters come faster as you are taking more steps at a time.

Switch your first Pokémon to a stronger Pokémon if not using the experience share.

Battle the wild Pokémon until it faints. Each battle will gain the Pokémon you are levelling experience points (which may not be the same as experience points are calculated by level and HP stat of opposing Pokémon) and depending on what experience group the Pokémon you are training is in, it will need more or less experience than other Pokémon to reach your target level.

Repeat the process until desired result.

Re-matching the Pokémon League

Understand when to use the Pokémon League and when to battle wild Pokémon. Pokémon League is only an option if you are at the point in the game where you can battle it. That means if you haven't beaten in once, you should do that first with a team of level 60-80 Pokémon and lots of healing items. Wild Pokémon is the only option when you haven't beaten the Pokémon League yet, and is the better option if you only have to do a few levels on the training Pokémon because the Pokémon League takes up a bunch of time, including a cutscene as well as battling 5 powerful trainers.

Get ready. The Pokémon League is hard. Make sure you have lots of healing items, such as full restores, revives and hyper potions.

Battle the Pokémon League, rinsing and repeating until desired result.
