Centre, Ulfa agree to maintain peace

New Delhi: The Centre on Tuesday agreed to examine and initiate a series of confidence building measures in Assam on the human rights front and release of certain detenues in consultation with Assam government after talks with ULFA appointed people.

The government's decision came at a meeting between the Centre reprsented by National Security Advisor MK Narayanan and Union Home Secretary VK Duggal with 11-member People's Consultative Group led by noted Assamese write Indira Goswami.

Duggal, while reading out a joint statement, said it was agreed in the meeting that maintenance of peaceful atmosphere in the state to create a conductive environment for a dialogue is a pre-requisite. "It is agreed to work towards creating such an environment."

"The Government of India has agreed to examine and initiate a series of confidence building measures with regard to instances of human rights violations and examine the issues for release of certain detainees in consulation with state government," he said after holding a more-than-two-hour-long meeting with the PCG.

In a statement, Duggal said both sides agreed that maintainence of peaceful atmoshphere in the state to create conducive atmoshphere for a dialogue is a pre-requisite and agreed to work create such an environment.

Both sides agreed to have another round of talks with the PCG in April before commencement of direct talks with ULFA.

The Home Secretary, however, refused to say anything regarding PCG's reported demand of halting army operations against ULFA activists.

But assured PCG members that five central committee members oof Ulfa arrested and presently lodged at Guwahati jail will be released before the Assembly elections.

PCG was also assured that a white paper will be published soon on missing Ulfa cadres since the army operations in Bhutan in 2003.

Spokesperson of the 11-member PCG Arup Borbora said they have discussed a whole gamut of issues and the talk was "heart-to-heart".
