PUDUCHERRY: The tipplers paradise is set for more changes with the government proposing to increase  licence fee on IMFL, beer and introduce bottling fee, warehouse licence fee, enhance label registration fee, renewal fee for label , export fee,  franchisee fee, all to garner revenue.According  to the draft notification issued by the excise department, on January 2, for amending the excise rules in this regard, the government has proposed to enhance the licence fee for FL1 licence (wholesale) from Rs 6 lakh to Rs 9 lakh per year and an additional licence fee for retail counter run by the FL1 licencee of Rs 4.5 lakh per year.The government has proposed to introduce godown fee for Fl1 licencee of Rs 1 lakh per godown per year. The licence fee for FL2 licence (shops permitted to serve liquor for consumption on the licensed premises), except tourism category hotels and restaurants, from Rs 4 lakh per year to Rs 6 lakh per year. For FL2 licencee (without permission to serve liquor for consumption on the licensed premises) from Rs 3 lakh to Rs 4.5 lakh annually.In the tourism category, hotels and restaurants with permission to serve liquor consumption only in restaurant(without permission for  retail counter and retail sale) the FL2L licence fee has been decided at  Rs 4 lakh per year. In terms of single day licences, given during Deepavali and New Year, the FL3L licence fee will be Rs 2500 per day, while the additional licence to the bar licence holders for pubs will be charged at Rs 5000 per year.The government proposes to enhance the import fee on IMFL products brought from other states from Rs 6 to Rs 9  per bulk litre. For beer the enhancement of import will be raised from Rs 2.50 to Rs 3.50 per bulk litre. The fee for grant of licence or renewal of licence has been  fixed  on the basis of actual production by the distillery  replacing the fee so far charged on capacity of the distillery. Accordingly for production up to 20 lakh proof litre , the fee is Rs 20 lakh per anum and for every additional production of one lakh proof litre, a fee of  Rs 1 lakh per anum will be charged.The bottling licence fee wil be enhanced from Rs 8,000 to Rs 2.50 lakh. There will also be a  warehouse licence fee of Rs 1 lakh per annum for each brand manufactured either under tie up or franchisee arrangement.The label registration  fee  for IMFL and beer  will be enhanced from Rs 7,000 to Rs 1 lakh and for renewal from Rs 3000 to Rs 50,000. However, for wines the existing fee would continue.For imported products and beer the label would be enhanced from Rs 15,000 to Rs 1.5 lakh and renewal fee from Rs 5000 to Rs 75,000.The government has also proposed to introduce payment of a licence fee on the retirement of partners other than legal heirs which is double the licence fee prevailing at the time of inclusion and retirement of partners.Further licence fee will be charged for breweries at the rate of Rs 20 lakh per annum for production up to Rs 200 lakh bulk litre per annum. Additionally 50 paise per bulk litre for every additional production beyond 200 lakh bulk litre.The government has given a time frame of 10 days for objections before issuing the final notification.
