New Delhi: Union Law Minister Veerappa Moily says that lessons have been learnt from the Bhopal gas tragedy verdict and promises to bring about a new law to deal with disasters. Speaking to CNN-IBN Editor-in-Chief Rajdeep Sardesai, Moily says that the new law could be brought in as early as six months.
Here is an excerpt of the interview:
Rajdeep Sardesai: We actually know exactly where Warren Anderson is? CNN-IBN even went to his residence outside New York. Surely, there could have been greater effort made in the last 26 years to at least get Warren Anderson to fail to face the Indian judicial Process
Veerappa Moily: I have no know-how on this thing and hence cannot comment on that.
Rajdeep Sardesai: But Mr Moily you said on Wednesday to our correspondent Pallavi Ghosh that the case against Anderson is not a closed one. Are you saying that your government will make some efforts to raise the issue with the Americans? There should be some sense that the government of India did try to bring Anderson back?
Veerappa Moily: I agree that the case is not closed. Technically, it is on. But whether we can get Mr Anderson or not is a matter that I am not in position to say anything because it is for the Ministry of External Affairs to take further steps.
Rajdeep Sardesai: Mr Moily do you accept as Law Minister that the Supreme Court has failed the victims of Bhopal.
Veerappa Moily: We need to revisit the entire things. For mass disasters like these, you don't have laws with regard to prevention, to meet with the challenges, on punishments and also the compensation.
Rajdeep Sardesai: But surely Mr Moily this law should have come a long time ago. Twenty-six years have elapsed since Bhopal and wer are still talking about bringing a law.
Veerappa Moily: I am contemplating and initiating some steps to insure that a law to deal with contingencies like mass disasters is in place. We need to do that and I would like to see it happen immediately.
Rajdeep Sardesai: But Mr Moily the fear is that all you are saying are words but it took a Bhopal like incident to wake us up. That way, it might require another disaster to possibly bring the law.
Veerappa Moily: We would like to see that whatever happens, happens within 6 months.
