Lucknow: The National Human Rights Commission issued notice to the Chief Secretary and Director General of Police of Uttar Pradesh over an incident where cops refused to take two accident victims to hospital, saying that their vehicle would get dirty.
Taking suo motu cognizance of the incident in Saharanpur district, the NHRC observed that insensitive and hard-hearted attitude of the police personnel caused the loss of two human lives.
If they had taken the injured boys to the hospital timely, their lives could have been saved. The police personnel have not done their duty and due to their inaction, ‘right to life’ of two young boys have been grossly violated, the Commission said.
The NHRC has issued a notice to the DGP, Uttar Pradesh, calling for a detailed report in the matter within six weeks, including the action taken against the delinquent police officials. The Commission has also issued a notice to the Chief Secretary, government of Uttar Pradesh, to inform it within six weeks about the number of ambulance vehicles functional in the area along with the status of the relief granted to the families of the deceased.
The accident occurred on last Thursday night when a motorcycle with two youths went out of control and crashed into the gutter. Arpit Khurana (17) and Sunny (17) were severely injured in the crash. Onlookers rushed to site and called the police. However, when a Dial 100 PCR reached, the policemen refused to take them to hospital, saying that their vehicle will get dirty.
They, instead, said that the two should be taken to hospital in a tempo. People present on the spot kept requesting them to take them but they refused. A lot of time was lost before locals finally managed to get the two to hospital and they died in hospital. A three-minute video of the incident had also surfaced.
