The controversial quota Bill is all set to become a law with the Parliament putting its stamp of approval on it.

New Delhi: The controversial quota Bill providing 27 per cent reservation for OBCs in centrally-aided educational institutions is all set to become a law with the Parliament on Monday putting its stamp of approval on it. The Bill got Parliamentary clearance with the approval given by Rajya Sabha, which passed the measure by a voice vote.

The House went in for a division on an amendment moved by the BJP. But it was defeated by 91 votes against and 24 in favour.

Replying to the marathon debate on the Central Educational Institutions (Reservation in Admission) Bill, 2006, HRD Minister Arjun Singh said a separate bill on providing for OBC reservation in unaided institutions was also being readied and it would be brought before Parliament in the near future.

Earlier, the Lok Sabha had approved the bill by a voice vote on Thursday. All amendments moved by the BJP for including minority institutions in its purview had been rejected.

Replying to the debate on the bill, HRD Minister Arjun Singh had dismissed Opposition fears that excluding minority institutions would affect admission of SC, ST and OBC students in such institutions which have been enrolling them for several years.

The minister said Government was preparing a new bill for unaided institutions and 'very soon it will come to the House'. The debate saw the members generally hailing the measure with some describing it as 'revolutionary'. There were also demands for reservation in private sector and the judiciary.

The bill has not excluded 'Creamy Layer' despite the Parliamentary Standing Committee for HRD favouring that this segment should be covered only after giving priority to non-creamy among the backwards.

The bill, applicable to Central Universities, IITs and IIMs and certain other institutions established, maintained or aided by the Central government, defines OBCs as the class or classes of citizens who are socially and educationally backward and are so determined by the Central Government.
