Mahadev App Case: Pakistan's Kheloyar App Made in Partnership With Dawood's Brother Mushtaqeem, Say Sources

The role of Mahadev app founder Saurabh Chandrakar and his partner Ravi Uppal has now been outlined with Dawood Ibrahim’s brother Mushtaqeem Kaskar by sources. The Enforcement Directorate, earlier in their investigation, had suggested Chandrakar’s links to the D-gang.

ED investigation has found that Kaskar had partnered with Chandrakar to launch a similar betting app in Pakistan named Kheloyar. As part of the partnership, Kaskar had provided Chandrakar with his personal security guards, which included 20 to 30 bouncers.

The app was then endorsed by some yesteryear actors — who are currently active in politics — and some actors who promoted Mahadev app as well. Kheloyar app also works in India and most of its transactions are made through UPI, internet banking or credit and debit cards.

Kheloyar has been used in betting circles for premium leagues and was also one of the sponsors for the 2023 Lanka Premier League (LPL), which is Sri Lanka’s T20 cricket tournament.

Apart from this, Kaskar gifted Chandrakar and Uppal a villa in Saudi Arabia.

How did Chandrakar and Kaskar meet?

Chandrakar met Kaskar in the United Arab Emirates (UAE) when the former had started making it big in betting games circle. Following this, the two decided to formulate an app for Pakistani market as well.

Currently, Kaskar’s team in Pakistan’s Sindh runs the app for the country along with Chandrakar and Uppal.

Kaskar had fled India along with Dawood in 1986, following which he procured a resident visa for Dubai. According to sources, the visa was procured using a 1997 issued Pakistani passport.

Since then, Kaskar has been operating his businesses and travelling in UAE, Pakistan and Saudi Arabia.

Where is Chandrakar ever since ED investigation began?

Chandrakar has been in hiding ever since the central agencies have started investigation in the Mahadev app case.

He possesses a fleet of four to five luxury cars and SUVs and has tight security in the UAE and other places. Due to the fear of agencies, Chandrakar now roams in a bulletproof Rolls Royce and the places he visits for parties or meetings are scanned and sanitised.

After his name has cropped up in the ED investigation, he has been making fewer public appearances, most of which are private meetings in selected suites, private residences or resorts.

Other Information Revealed by ED’s Investigation

Saurabh Chandrakar had plans to build a 5-star hotel and resort near Mumbai and was in contact with a prominent broker in the island city. The broker was assisting him in identifying prime properties near the city.

Chandrakar was to acquire a substantial land parcel near Mumbai to develop his five-star hotel and a resort complete with various amenities.

A few years ago, Chandrakar and Uppal had acquired properties worth crores in Bhopal including several plots. Sources said that they are investigating whether these properties were purchased under a different name.

The ED will also investigate whether the property investments made by Chandrakar in India were through panel operators.
