After SC Order on Uttarakhand, Congress Plans Next Move
Congress gave notice in Rajya Sabha on a resolution condemning the Modi government for "destabilisation" of the Uttarakhand government.

New Delhi: Congress on Friday put up a brave front after the Supreme Court brought back President's rule in Uttarakhand and initiated steps to take on the Centre in court and in Parliament.

The party gave notice in Rajya Sabha seeking passage of a resolution condemning the Narendra Modi government for "destabilisation" of the Uttarakhand government and imposition of President's rule in the state.

Congress's deputy leader in Rajya Sabha, Anand Sharma, gave the notice to Rajya Sabha Chairman Hamid Ansari under Rule 267 for taking up the resolution after suspending all business. The second half of the Budget session begins Monday.

The resolution seeks to "deplore" the "destabilisation" of the democratically elected government in Uttarakhand and "disapprove" the "unjustified" imposition of President's Rule there under Article 356 of the Constitution.

Congress is trying to project the imposition of President's rule in Uttarakhand and in another party-ruled state. Arunachal Pradesh, as an "attack" on federal structure and is hopeful that a large number of Opposition parties will back it in cornering the government on the issue.

Since the Centre has given an undertaking in SC that it will not revoke President's rule till the next hearing on April 27, the Congress does not have to fear about BJP trying to form a government in the meanwhile

The Congress also gave indications it was gearing for a full-fledged legal battle.

"We have full faith in the judiciary and Supreme Court. Congress will be presenting facts in front of the Court that the Modi government had in an unconstitutional, illegal and arbitrary manner dismissed a democratically-elected government and imposed President's rule," party spokesperson Ajoy Kumar said.

President's rule was imposed in Uttarakhand on March 27, just ahead of a trust vote by the Harish Rawat government. It was revoked by the Uttarakhand High Court on Thursday, but was again brought back by the apex court a day later.
