The Basque club says Seferovic has signed a four-year contract.
Seferovic, a 21-year-old Switzerland international, will join an attack featuring Carlos Vela, Xabi Prieto and Antoine Griezmann that finished fourth in the Spanish league last season.
Seferovic began his playing career with Grasshopper in 2009 before moving to Italy.
