Manmohan Singh at the internal security meet on Tuesday looked optimistic.

New Delhi: Prime Minister Manmohan Singh at the internal security meet on Tuesday looked optimistic about security situation in the country and emphasised on the need of community policing to make the situation better.

Expressing his pleasure that no major communal tension was reported in 2010, the Prime Minister said, "We had only two incidents of terror in 2010 – in Pune and Varanasi".

"Last year we saw decline in 2010 violence in North East and it was on lowest level last year," he said.

"We should have genuine desire for peace," he added.

Emphasising on the need of better policing, Singh said, "Training of officer is more in focus now. More efforts required in refresher courses. We need to change behavior with people friendly attitude."

But Singh expressed his concern over the vulnerability of under-privileged and said, "We need to closely examine the functioning of police stations and bring forth changes to make policemen people friendly. the need for our police officer to be particularly sensitive to the problems faced by the SC, ST, minorities, women and elderly citizens. Its a shame for all of us that atrocities against the SCs and STs still continue to persist in our country. Its the duty our policemen that no case of atrocities against these under-privilege groups goes unpunished."

On the issue of Naxalism, the Prime Minister expressed his concern and termed it a "serious threat". "To fight Left wing extremism, we need extra resources in state and central forces," said Singh.

Central Para Military Forces raised 23 battalions and NSG was strengthen with four regional hubs, he informed.

However, he was optimistic of controlling the menace and said, "Now we can see decline (in Naxal attacks) in 2010".

Singh also put emphasis on the issue of development to counter the social problems. "To address local development issues we issued Integrated Development Plan. Funds will be available at the disposal of the districts," he said.

Expressing his grief over the unfortunate incidents of stone pelting in Kashmir, Singh said, "Many young people died".

"Team of interlocutor is also reaching out each and every person for talks. We are developing non lethal technology to fight these kind of protests and will be shared with state governments in the conference," he added.

On the issue of border disputes, the Prime Minister said, "In order to secure borders, our integrated border post projects are working well. Substantial funds have been given to Arunachal to develop borders."
