Mumbai: Resenting the delay in filing affidvavits, the Bombay High Court asked Maharashtra government on Monday to change its work culture, approach and mindset towards the judiciary so that the common man's grievances are resolved promptly.
"There needs to be a change in work culture. The government should work towards improving and creating a work culture where strong assistance is provided to the court which would ultimately help litigants," a division bench of Justice NH Patil and Justice VL Achaliya said.
The bench was concerned over the state government not filing affidavits in matters despite being given time by the court.
"Failure to file reply affidavits obstructs working of the court smoothly. Approach and mindset towards court orders need to change. When a petition is filed, the petitioner stands in front of us hoping for some relief, but the court is not able to do anything because of no response from the government," the court said.
The bench also asked the government to set up training centres for advocates representing the government in courts. "Just like police training centres, there should be centres for government pleaders. They should be trained on how to argue, new aspects and amendments in law," the court said.
The bench asked government pleader Abhinanda Vagyani to take up the issue with Advocate General Sunil Manohar and the authority concerned in the law department.
