KOCHI: A metro in the making, Kochi is gradually inching towards the dubious distinction of becoming the crime capital of the country. The recent data by the National Crimes Records Bureau (NCRB) says Kochi has the highest crime rate in the country (1,897.8).City Express looks at various factors that might have contributed to Kochi being 'honoured' with such a rare privilege. A detailed analysis makes it clear that though Kochi has the highest crime rate, the number of crimes here is very less compared to other metros.As per the statistics, the instances of total cognisable crimes registered under the Indian Penal Code in Kochi in 2010 is 25,715. The rate of total cognisable crimes in the same period is 1,897.8 while the same in other major metros is as follows - New Delhi (359.6), Mumbai (207.3), Chennai (169.2), Bangalore (566.0) and Kolkatha (117.3). According to the NCRB data, Kochi stands first in the rank of criminality as per crimes under IPC. However, when it comes to crimes under the Special & Local Laws (SLL), the rate of criminality for Kochi is 10. The total number of crimes under SLL for Kochi is 30,670 while the rate of cognisable crimes is 2263.5.When it comes to actual number of crimes, Kochi  has a lot to cheer. Kochi had only four murders in 2010 while the number of murders in other cities like Delhi (453) and Mumbai (228) is very high. Kochi had four incidents of murder and a rate of 0.3. Cases registered for the attempt to commit murder are 11 and rate is 0.8. Incidents of culpable homicide not amounting to murder are three in Kochi and the rate is 0.2.Hence, it can be seen that when it comes to the actual number of crimes, the city has very less to worry. Also, while Kochi has only 20 incidents of rape, Delhi has 414, Bangalore  65, Chennai  47 and Kolkata  32.Cases registered for kidnapping and abduction (which comes under Section 363-369, 371-373 IPC) are also less in Kochi compared to other metro cities. There are eight such incidents in Kochi including five cases of abducting women and children, while, the same in Delhi is 2,629.  They include 1,422 cases of kidnapping of women and children. In Mumbai, there is a total of 194 such cases including 146 cases related to women and children.In Bangalore, the total number of cases in this category is 513 including 29 cases of abduction of women and children. The total number of such cases in Chennai is 47.Even in the cases of dacoity (15), robbery (34) and burglary (79), Many other cities are ahead of Kochi. The total number of thefts including 99 auto thefts in the city is 233. Total number of riots in the city during 2010 is 244. Cases related to incidents of criminal breach of trust (13), cheating(297), counterfeiting (0) and arson (2) are also less in the city.
