The Union Territory assembly passed the demand for grants for the departments of Education, Electricity, District Administration, Fisheries and Community Development on Monday, without the ministers concerned replying to debate on the demand for grants.

The incident followed the AIADMK’s floor leader A Anbazhagan objecting  to the session continuing even after the lapse of scheduled time in violation of house rules.

When the Speaker of the assembly V Sabapathy called Anbazhagan to speak on the demands at around 3.15 pm, he pointed out that the session was being continued illegally.

Anbazhagan said that as per the Legislative Assembly’s business rules, as well as Administrator’s rule for Pondicherry Legislative Assembly of 1998, on the last day of government business,  the government business should conclude half an hour before the closure of the normal sitting.

The time for normal sitting is from 9.30 am to 1.30 pm, but the Speaker continued the session beyond that with the members taking part in the discussion, which was against the rules.

Anbazhagan also refused to take part in the discussion pointing out that speaking after the stipulated time was against the rules and also said that the reply by ministers would be illegal.

He said if the Speaker conducts the House, he would submit a petition to the Lt Governor citing violation of the business rules.
