THIRUVANANTHAPURAM: The Cabinet on Wednesday approved the plan outlay of Rs 14,040 crore for the fiscal year 2012-13. Chief Minister Oommen Chandy told a post-Cabinet briefing here on Wednesday that there was an increase of 25 per cent in the plan outlay approved for the next fiscal. He said that the government had set apart Rs 200 crore for the Road Development Project envisaged in the last budget.Under this project, it is planned to construct 1,000 kilometres of roads of international standards in five years.For the implementation of the project, an agency involving KSIDC and Road Development Corporation will be set up under the PWD. Five acres of land will be allotted at Muttathara here to start an engineering college in the cooperative sector, the Chief Minister said.The Chief Minister said that the Cabinet also decided to start self- financing law colleges under the cooperative sector. The managements should abide by the conditions of the Bar Council of India and Bar Council of Kerala, he said. The State Rural Development Bank will be given an additional government guaranty worth Rs 500 crore. He said the PWD Manual would be revised soon. It was the manual prepared in 1973 which was being followed so far. The Chief Minister said that the cost of the first phase of the Vizhinjam Port Project had been revised to Rs 4,010 crore. Earlier, it had been estimated to cost Rs 2,530 crore. There has been only one bidder shortlisted so far. However, no decision has been taken on granting the project to that company, Chandy said.
