HYDERABAD: There are six zones in the state for government employment purpose. The Clause 14(f) of the Presidential Order of 1975 treated Hyderabad as a free zone in the matter of recruitments to the state government in the state. Candidates from any zone were eligible to get employment in Hyderabad, the state capital. But, it is applicable only to certain posts in the police/home department.  For appointment to all other posts, Hyderabad was a part of the sixth zone. But, there are some problems even with regard to recruitments to the secondary and higher education departments.Para-14 of the Presidential Order has Clauses (a) to (f) wherein certain posts and offices have been excluded from the applicability of the provisions of the Presidential Order. The Clause 14 (f) reads as follows: “Nothing in this Order shall apply to: (f) any post of Police Officer as defined in clause (b) of Section 3 of the Hyderabad City Police Act, 1348 F.” According to the judgment of the Supreme Court (in Civil Appeal No. 5141 of 2002) the city of Hyderabad shall have to be treated as a free zone for the post of police officer in Hyderabad. Subsequently, the Supreme Court struck down the appeal filed by the Andhra Pradesh government.As controversies surrounded the recruitment of police officer posts, the state government wanted the Centre to delete the clause 14(f) of the Presidential Order and treat Hyderabad as part of the sixth zone.Assembly resolutionIn March 2010 the State Legislative Assembly adopted a unanimous resolution urging the Centre to delete Clause 14(f) and treat Hyderabad as part of the sixth zone. Though the political parties were divided on regional lines, all the parties unanimously adopted the resolution seeking deletion of the clause.The resolution adopted by the Assembly reads: “This House resolves to request the Ministry of Home Affairs, Government of India to obtain the approval of President of India to delete Clause (f) of Para-14 of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975.” Row flares up againThe 14(f) issue came to lime light once again when the state government decided to recruit sub-inspectors of police. The preliminary test for the recruitment of SI posts was over. The written examination is scheduled on August 12 and 13. But, students and politicians of Telangana region opposed conduct of the written examination and insisted that it be held only after deletion of clause 14(f).CM’s requestThough Union home minister P Chidambaram wanted the state legislative Assembly to adopt a fresh resolution urging the Centre to delete the clause, chief minister N Kiran Kumar Reddy contended that there was no need for a fresh resolution as the strength of various political parties more or less remained the same since adoption of the resolution last year.  Last week chief minister had requested prime minister Manmohan Singh to delete the clause 14(f) of the Presidential order.ccPA meetLater,the matter was taken up by the Union Cabinet Committee on Political Affairs (CCPA) which decided to recommend to the President to delete 14(f). The President signed the notification on Friday (August 12, 2011).  The long battle of Telangana students and unemployed youth has yielded the desired result at last.
