Focus on Digital Landscape, Cybersecurity and Threats to Dominate DGP/IG Conference
There will be a distinct focus on the legal landscape, where top security officials will brainstorm the three Acts that will fundamentally change the Indian justice system

The upcoming DGP/IGP Conference in 2024 will allocate significant time to two key topics — cyber threats and security and the three transformative acts that will reshape the Indian justice system.

Among over a dozen topics on the agenda, top sources said issues such as ‘Emerging cyber threats from national-state actors and strategies to mitigate threats on critical information structure’, ‘Challenges posed by AI Tools: Chat GPT, AI enabled crime and use of Internet of Things devices’ and ‘Weaponisation of Social media: Challenges and Responses’ will see long discussions and brainstorming sessions.

These discussions are expected to delve deeply into incidents and strategies for mitigating threats, particularly targeting critical information structures in the health sector.

There will be a distinct focus on the legal landscape, where top security officials will brainstorm the three Acts that will fundamentally change the Indian justice system. Participants will engage in sessions dissecting the features and implications of these Acts, providing an insightful overview of their transformative impact on India’s legal framework.

Addressing global concerns, the conference will dedicate sessions to China’s expanding footprint and the activities of international terror outfits, including Khalistan. The discussions aim to comprehensively analyse the influence of China in various countries and assess the impact of terror organisations on national security. Sessions on India’s emergency preparedness, counter-terrorism measures, and a review of Left-Wing Extremism (LWE) will further contribute to the conference’s comprehensive agenda.

A spotlight on the fraudulent issuance of Indian identity documents and the development of futuristic prisons underscores the holistic approach of the conference. Participants will engage in brainstorming sessions, particularly on counter-terrorism and the establishment of a robust intelligence-gathering mechanism.

Prime Minister Narendra Modi will attend the All India Conference of Director Generals/ Inspector Generals of Police 2023 at the Rajasthan International Centre, Jaipur, on January 6-7, 2024.

“The three-day conference, being held from January 5-7, 2024, will discuss a wide range of policing and internal security issues, including Cyber Crime, Technology in Policing, Counter Terrorism challenges, Left Wing Extremism, Prison Reforms, among others. Another key agenda of the conference is deliberations on the road map for implementation of the new criminal laws. Further, the Conference will also deliberate on futuristic themes in policing and security like the challenges posed by new technologies such as AI, Deepfake etc. and ways to deal with them,” the Prime Minister’s Office has said in a press release.

Since 2014, the prime minister has taken a keen interest in the DGP conference. Unlike the symbolic presence of prime ministers earlier, PM Modi sits through all major sessions of the conference. He not only listens patiently to all the inputs, but also encourages free and informal discussions so that new ideas can come up.

Free-flowing thematic discussions over breakfast, lunch and dinner have also been planned in this year’s conference. This will provide an opportunity to senior police officials to share their views and recommendations on key policing and internal security issues affecting the country to the prime minister.

The conference was organised in Guwahati in 2014; Dhordo, Rann of Kutch in 2015; National Police Academy, Hyderabad in 2016; BSF Academy, Tekanpur in 2017; Kevadiya in 2018; IISER, Pune in 2019; at Police Headquarters, Lucknow in 2021; and at the National Agricultural Science Complex, PUSA, Delhi in 2023. Continuing with this tradition, the conference is being organised in Jaipur this year.
