new Delhi:There were protests outside Jammu and Kashmir Assembly ahead of the Afzal Guru clemency debate on Thursday. Independent MLA Engineer Rashid and his supporters were detained by the police for staging a protest outside the house. Rashid was released soon after.
Earlier, the Afzal Guru clemency debate was stalled after there was an uproar in Jammu and Kashmir Assembly for the second day on Thursday.
On Wednesday, Assembly proceedings in Jammu and Kashmir was adjourned for the day. There was a scheduled debate and a vote on the resolution seeking mercy for Parliament attack convict Afzal Guru, who is on death row.
The House was adjourned twice - first when Congress members trooped to the Well, asking for the expulsion of BJP MLAs accused of cross-voting during the Winter Session.
Engineer Rashid, the MLA who has moved the resolution has accused both BJP and Congress of deliberate diversionary tactics to prevent a discussion.
The PDP is expected to vote in favor of clemency, Omar Abdullah's National Conference is in a bind and each MLA has been asked to vote as per his conscience.
The Congress has not disclosed its stance. The BJP is expected to vote against the resolution.
