From scooty and laptops to Ganga Arti, BJP makes 50 promises to poll-bound Bihar in vision document
The BJP on Thursday launched a vision document for the upcoming Assembly elections in Bihar.

The Bharatiya Janata Party (BJP) on Thursday launched a vision document for the upcoming Assembly elections in Bihar, carrying a range of promises for different sections of voters. While the vision document promised a separate agriculture budget for farmers, it offered education loans for students at lower interest rates.

The vision document was launched by Union Finance Minister Arun Jaitley at a press conference in Patna.

Here are the 50 promises made by the party which it claims to fulfill if it comes to power in the state:

1. Separate annual budget for agriculture.

2. In the next three years, at least 12 hours of power supply for agriculture and 24x7 power supply for domestic consumers, by installing separate feeders.

3. Every village and agriculture field to be connected with electricity in the next one year.

4. One new agriculture university and one veterinary university to be established.

5. Farmers paying off loans on time will be provided interest free loans.

6. New districts, divisions and sub-divisions to be formed as per requirement.

7. All villages to be connected with all-weather roads.

8. All sub-divisions to be connected with district headquarters with two-lane roads.

9. Venture Capital Fund worth Rs 500 crore for local entrepreneurs.

10. All heads of the families to be given accidental insurance cover.

11. Health issues like hole in the heart to be treated on government expense under 'Mukhyamantri Bal Hriday Surakshha Yojana'.

12. School kids to be given health cards after undergoing medical tests. State government will take care of the treatment in case of serious illness.

13. Families of those killed in criminal, terror or Naxal activities to get minimum compensation of Rs 2 lakh each.

14. All those without land to be given 5 decimal land for construction of house.

15. All those who are homeless to be given pucca houses with clean water, toilet, electricity by 2022.

16. All government services to be made available through Electronic Delivery Services.

17. Citizen-centric e-governance to be encouraged.

18. Services will be made available through mobile governance under 'Aapki Sarkar Aapke Haath' scheme.

19. One member of each family to be made e-literate.

20. 50,000 students who clear matric and intermediate examinations to be given laptops.

21. Loan for higher education to be given at 3 percent interest rate under a new education loan guarantee scheme.

22. Girls to be given loans for higher education at lower interest rates.

23. Students hailing from under-privileged sections of the society to get special scholarship for technical and professional education within the state or outside.

24. Special bureau to be put in place to help students wishing to study abroad.

25. Toilets at homes will be made mandatory to avail any kind of government loan.

26. Courts to get state-of-the-art courtrooms.

27. Environmental patches with trees will be installed along roads, canals and dams and inside cities.

28. All government offices and residences will be powered with solar panels.

29. On the basis of need, every city to get stadium, state-of-art town halls, auditorium, bypass, market etc.

30. Self attestation to be considered in government offices.

31. Large-scale job opportunities for youth.

32. Youth will be encouraged for entrepreneurship, and a centre of learning will be established.

33. Single window system to be implemented to ease business and trade.

34. Divisions and districts to get national level medical, engineering, polytechnic and ITI colleges.

35. Vacant spaces in cities to be used to install small shops and kiosks to provide employment opportunities to youth.

36. Women cooperative groups to be formed at block levels. These groups will manage consumer stores and godowns. Apart from products produced by these groups, these stores will carry products of basic amenities.

37. Child care kit to be given to women discharged from hospitals after delivering babies.

38. Parents of girl children who clear competitive examinations or excel in the fields of arts, literature, science, sports etc to be honoured under 'Meri Bitiya Mera Abhiman' programme.

39. Ganga Arti to be conducted in cities along river Ganga. Similar Arti will be conducted in areas along other rivers.

40. Farmers will be given saplings for plantation on the basis of 25,000 saplings every panchayat.

41. Special emphasis will be given to programme to connect villages.

42. Optical fibre network to be expanded to villages to enable broadband access for all.

43. Areas with scheduled caste and scheduled tribe population to be given mobile medical vans and tele-medicine services.

44. 24x7 ambulance and trauma care services will be ensured.

45. Job fairs will be organised in important centres every year. Big companies will be encouraged to participate in them.

46. Scooty to be given to 5000 girls clearing matric and intermediate examinations on the basis of merit.

47. Every poor family to get one set of saari and dhoti each every year.

48. Dalit and Mahadalit localities to get colour television sets.

49. Will encourage Make in Bihar, Digital Bihar and Skilled Bihar.

50. One ITI in every sub-division to get a mini ITI, every division to get one ITI, and every district to get a polytechnic. All commissioneries to get one engineering college and medical college each.
