New Delhi: Gujarat Chief Minister Narendra Modi on Saturday accused the Centre of being unfair by returning his government’s Bill which has stringent clauses against organised crime and terrorism.
"The amendments will take away the teeth of the legislation," he said about the Gujarat Control of Organised Crime Bill (GUJCOCA). Modi was talking to reporters on the sidelines of the BJP national executive meet in New Delhi.
The Union Cabinet on Friday returned the Bill, which has been passed by the Gujarat Assembly, and said that without three key amendments it could not be sent for Presidential assent.
Modi alleged that the Centre had discriminated against Gujarat by returning the legislation which was on the lines of MCOCA (Maharashtra Control of Organised Crime Act) in Maharashtra.
Modi said the Centre had in 2003 sought suggestions from states to tackle organised crimes. The Gujarat government had sent GUJCOCA to the Centre in 2004 in order to control terrorist activities.
The state government would get the Centre's suggestions and recommendations examined by constitutional and legal experts and, if necessary, would go back to the Legislative Assembly for reconsideration.
Congress spokesperson Manish Tewari rejected Modi’s allegations and claimed his government wanted laws to divide the society.
