THIRUVANANTHAPURAM: The 100-day programme mooted by Chief Minister Oommen Chandy seems to have given sleepless nights for the  CPM-led Opposition. Former Home Minister and CPM deputy leader in the House Kodiyeri Balakrishnan has now approached the Speaker with a breach of privilege notice against the Chief Minister on Saturday.The point of contention is that Chief Minister had announced several schemes of his government before the Governor’s address in the Assembly which is scheduled to meet on June 24.Kodiyeri, in his notice to the Speaker, said that the House had not been adjourned indefinitely and the Speaker himself had announced that the House will reassemble on June 24. This meant that the government had no authority to announce its policies in public before the Governor’s address.By announcing several schemes in public, Chief Minister Oommen Chandy had shown disrespect to the House. The government had no authority to announce any scheme when the Assembly had not been adjourned sine die. The House had only been temporarily suspended and will be in session from June 24, the notice given by Kodiyeri Balakrishnan said.Chief Minister Oommen Chandy had convened a public function on Thursday here to declare the 100-day programmes of his government.The programmes were announced in the presence of his cabinet colleagues,  Members of the Legislative Assembly and Members of Parliament.
