BHUBANESWAR: The State Cabinet on Saturday decided on the rent on the land leased out to the developers of infrastructure projects under the ‘build-operate-transfer’ (BOT) mode. The land will be allotted to the developer on payment of annual lease rental amount equal to ground rent at one percent and cess at 0.75 percent of the benchmark value plus five percent of the premium under IPR, 2007 during the concessional period. Private investment opportunities have been created for establishment of largescale infrastructure projects like ports, power, highways and water supply. Private participation in such projects is structured through BOT mode. The State Government provides land required for such infrastructure projects to the private developers which reverts to the government at the end of the concession period. It was decided that the land lease policy for such projects, contemplated for development under the BOT mode should be different from the policy envisaged for other industrial projects where land is required to be leased out to entrepreneurs/project promoters for a period of 99 years.The Cabinet also approved amendment to suitable laws for extending the benefit of interest subsidy to the new industrial units under the Prime Minister Rozgar Yojana, Rural Employment Guarantee Programme and Prime Minister’s Employment Guarantee Programme on term loan availed from financial institutions and banks. Earlier, subsidy for micro and small enterprises was limited to the units availing term loan only from Orissa State Financial Corporation (OSFC). The Cabinet decided that new industrial units coming under micro and small sector will avail interest subsidy on term loan availed from public financial institutions and banks. A decision was taken to amend the recruitment rules for the village level workers (VLWs) as per which they will be recruited on mark basis. There will be no written examination for recruitment of VLWs. The Orissa Surbodinate Judicial Service (OSJS) and Orissa Judicial Service (OJS) recruitment rules will also be amended making pass in Oriya till seventh class compulsory. Besides, the Cabinet decided to provide 0.6 acres land to renowned sand artist Sudarshan Patnaik at Puri free of cost. The Odisha Surbordinate Cooperative Audit Service (Recruitment and condition of service) Rules, 2011 was approved by the Cabinet.
