KOCHI: The Opposition in the Kochi Corporation Council on Monday raised allegations against the Mayor and the health standing committee for allowing the Gas Authority of India Ltd (GAIL) to lay pipes through the property that the civic body owns at Brahmapuram, without the consent of the council. Opposition members, including K J Jacob, M P Maheshkumar and C A Shakkeer, alleged that another company Philips Carbon Black Ltd has encroached upon the area and has laid pipes by digging the road inside the plant.
"Mayor Tony Chammany is acting according to his will. At the Corporation Council meeting, the Mayor did not discuss the issue of giving sanction to the GAIL to lay pipes through the land where the solid waste treatment plant is situated. The GAIL authorities told us that the Corporation had already given the sanction to lay pipes. But it is mandatory to obtain the approval of the council to give sanction" Jacob said.The Mayor said that the whole process had been done by adhering to the rules and in a transparent manner.

"The GAIL has obtained a blanket order (dated 07092010) from the state government to carry out the work. But the Corporation has not issued the work order to the GAIL and it has not started the work," he said.

"The company has remitted Rs 84,000 as resolution charges and is paying Rs 20,000 annually as space rent. And the Opposition is alleging that Philips Carbon Black Ltd has also encroached upon the area. But that particular area belongs to Kizhakkambalam panchayat" he added.
