BHUBANESWAR: The progress of Externally Aided Projects (EAP) in the State is encouraging as they have recorded a utilisation of 111 per cent of the plan outlay during 2011-12. According to official data, the fund utilisation in 10 EAPs during 2011-12 was ` 564 crore against the plan outlay of ` 510 cr. The Government has made a budgetary provision of ` 810 cr for the EAPs in the current fiscal. The major EAPs include JICA-supported Odisha Forestry Sector Development Project (OFSDP), Odisha Integrated Sanitation Improvement Project (OISIP) and Rengali Irrigation Project. The World Bank-supported projects include Targeted Rural Initiatives for Poverty Termination and Infrastructure (TRIPTI), National Hydrology Project (NHP), Odisha Community Tanks Management Project (OCTMP), Odisha State Roads Project (OSRP) and Odisha Health Sector Development Project (OHSDP). The other EAPs are Odisha Tribal Empowerment and Livelihood Programme (OTELP), jointly supported by International Fund for Agriculture Development (IFAD) and World Food Programme (WFP), Odisha Integrated Irrigated Agriculture and Water Management Project (OIIAWMP) assisted by Asian Development Bank (ADB) and DFID- supported Odisha Health Sector Plan (OHSP). The current year plan outlay for OFSDP is ` 90 cr while for OSHP it is ` 62 cr, ` 75 cr for OISIP, ` 100 cr for TRIPTI, ` 50 cr for OTELP, ` 52 cr for Rengali Irrigation Project, ` 11 cr for NHP, ` 150 cr for OIIAWMP, ` 52 for OCTMP and ` 105 cr for OSRP. The Government has also made a budgetary provision of ` 52 cr for three new EAPS __ Odisha Urban Infrastructure Development Fund (OUIDF), Odisha Modernising Economy, Government and Administration (OMEGA) and Dam Rehabilitation Improvement Project. The major interventions under OFSDP include natural and artificial regeneration of forests, mangrove plantation, casuarina plantation, setting up of eco-cottages for development of eco-tourism, bio-diversity management, solar fences to reduce man- animal conflict and livelihood improvement programmes of forest-dwellers and tribal people. Distribution of bed nets in high malaria- endemic areas, construction of ayurvedic and homeopathic dispensaries, creation of training and residence infrastructure in remote areas, monitoring delivery of health services at ANM level through mobile connectivity, establishment of cardiac labs in Capital Hospital are the major works under OHSDP. Base line survey on nutrition has been completed in 20 districts and Mothers’ Committee assessment completed. Under TRIPTI, situational analysis (SA) of poverty and infrastructure has been completed in 977 gram panchayats and more than 12 lakh poor families along with over 3.66 lakh unemployed rural youths have been identified for skill development for sustainable livelihood through various interventions. Chief Secretary B K Patnaik, who reviewed the progress of the EAPs at a high-level meeting here, directed OTELP authorities to complete the project by 2014-15 by intensifying different activities.
