PUDUCHERRY: Two months after cyclone Thane ravaged through Puducherry, the administration is yet to learn lessons on how to handle an emergency situation.The Disaster Management Wing of the Union Territory administration is virtually headless, powerless and penniless.Except for renaming the revenue department as Department of Revenue and Disaster Management (DRDM), no separate manpower or adequate equipment has been provided. DRDM has no proper structure or resources to function now, according to official sources.Even the State Level Emergency Operation Centre (SLEOC) at Lawspet remains practically empty, an Express investigation has found. Except for a couple of officials, no one is there. In case of a calamity, personnel mainly from the DRDM are deputed to take control of the SLEOC.The basic requirement is trained manpower and  a specialised rescue team in all the four regions of the UT as there are threats of cyclones, tsunami and earthquakes. Though rescue teams exists, they need training from the National Disaster Rescue Force (NDRF). Even the wireless sets that had been provided earlier have become non-functional.The strength of personnel in Department of Revenue and Disaster Management , created decades ago catered to the population at that time. “Now, with the increase in population, they cannot be expected to perform the same way,” a source said.However, an official claimed that 38 new posts were sanctioned by the Centre and once filled, the Wing will get strength.Meanwhile, fire service department also lacks strength. The department personnel are not well-trained in search and rescue operations and are unable to act as required during a calamity. The department lacks equipment, manpower and training. There is no disaster management plan in place so far in the Union Territory. However, officials of the department said the plan is being prepared. As part of the plan, there would be municipal ward-level and commune panchayat village-level plans. The risk and vulnerability assessment plan, called the Decision Support System was currently being tested, said the official.Another worry is the pathetic condition of relief shelters. Arrangements for mobile toilets and supply of water through tankers is also required during a calamity, the sources added.
