New Delhi: Terming skill development and entrepreneurship "critical" for developing youth as productive workforce, the government today said that it has initiated the process of revising the National Policy on Skill Development.

"Skill Development and Entrepreneurship are critical for developing the youth as a productive workforce. We have initiated the process to revise the National Policy on Skill Development 2009," Sarbananda Sonowal, Minister of State for Skill Development and Entrepreneurship said.

He said that opinions are being obtained from various ministries and once that is done, a draft policy will be placed on the Ministry's website inviting comments from the public and other stakeholders.

Stating that his Ministry will work to expand and strengthen Nehru Yuva Kendra Sangathan (NYKS) and NSS, Sonowal said that "punarjagaran" (rejuvenation) is a major initiative from NYKS that will create a youth movement all over the country over the next one year.

"This initiative will mobilise about 150 million youths, inspire youth all over the country and make a significant contribution to the task of nation-building," he said. The focus of the government is on youth-led development and so it plans to introduce "National Young Leaders Programme" for developing leadership qualities among the youth, he said.

"NYKS youth clubs shall be enabled to evolve as neighbourhood youth Parliament to get the village youth actively involved in governance process. This will inculcate the spirit of dignity of labour and community service and develop the personality of 1.67 crore youths," he said.

Elaborating about the Committee of Secretaries which was set up for rationalisation of government schemes, Sonowal said that his Ministry has got its report and it will be placed on Ministry's website for stakeholder comments during October 1-15 this year.

"After considering all these comments, we intend to have the rationalised scheme notified by the end of December 2014," he said. He also said that Nehru Yuva Kendra Sangathan (NYKS) has also been asked to use its network to reach out to youths and explain about the skill development initiatives.

"Mobilisation of candidates is identified by all stakeholders as a major issue. I have directed the NSDA to create a web portal where all persons interested in getting skill development training can be registered.

"I have also asked the NYKS to use its network of 2.77 lakh youth clubs to reach out to the youth and explain skill development initiatives. "The youth clubs will be helping the youth to register on the NSDA website which will go live on October 1, 2014," Sonowal said.

NYKS and NSS will also play a key role under "Swachh Bharat Abhiyan" through mass awareness and mobilisation across the country and to fulfill Prime Minister Narendra Modi's vision.
