THIRUVANANTHAPURAM: Speakers often face the predicament of having to pass important Bills without debate when sessions are disrupted in Parliament and the State Assemblies, Speaker G Karthikeyan said on Tuesday. He was addressing the closing ceremony of the diamond jubilee celebrations of the State Assembly Secretariat here. Such occurrences, which prevent discussions and debates on serious issues, prevent the emergence of novel ideas, he said. Chief Minister Oommen Chandy, who inaugurated the event, said that the source of democratic power lay in the faith of the people. MLAs should be able to convince the people of their ability to address burning issues, he said.  The Kerala Assembly is a model to its counterparts in other states. The diamond jubilee celebrations were a tribute to former members, the Chief Minister said.  Opposition Leader V S Achuthanandan called for timely amendments to the Assembly procedures. The Chief Minister inaugurated the Diamond Jubilee Lecture series, Assembly digitisation programme and the Centre for aParliamentary Studies and Training. Ministers K M Mani, P K Kunhalikutty, Shibu Baby John, Deputy Speaker N Shakthan, Government Chief Whip P C George, MLAs C Divakaran, Mathew T Thomas, A A Azeez, Therambil Ramakrishnan offered felicitations. Former members were present.
