In the run up to the 70-member Uttarakhand Assembly polls on February 21, the ruling Congress and the main opposition BJP are being considered as front runners to capture power.
But the state is going to polls without a clear idea of who the chief ministerial candidates are. Both the ruling Congress and Opposition Bharatiya Janata Party have not projected any leader as their candidates.
While the Congress - facing a huge anti-incumbency factor - wants to keep the voter interest alive, BJP wants to avoid more factional splits.
The Congress party has categorically stated that the party will not project any single individual as its chief ministerial candidate during the polls, and made clear that N D Tiwari will be the leader of campaign.
The Congress had won 36 seats in the 70-member assembly during 2002 provincial polls, while the then ruling BJP could win just 19 seats.
